About the local security policies for the youth

The youngsters recognized as a moving social category must be references of local public politics of security. For that purpose, security must be conceived as an expression of the mobilization of groups and active communities within the civil society. The conception of an active community emerged in the year 2000, during a massive youth meeting in Naples, Italy, and is, at the present, an international paradigm for the state and non-governmental public practices formularizations of recognition of the youngsters for their abilities. Researches and theoretical discussions carried through within Brazilian institutions and the Catalan Youth Observatory illuminate this new paradigm.
