Abstract

This article analyses the Trade Adjustment Assistance for Workers (TAAW) of the Trade Promotion Authority (TPA) 2002. The author questions this North-American program legality towards the World Trade Organisation (WTO) rules and, thus, proposes that the program may constitute a disguised form of protectionism.
