Abstract

The present work has the purpose to straighten the democracy understanding by its fundamental principles, in order to elaborate a theory framework concerning the relationship between democracy and human rights, confirming, finally, thenecessity of rethinking occidental conception for each one and the possible solution, found in the local sphere, to the universal discourse.

Helio Michelini Pellaes Neto, Fundação Armando Álvares Penteado

Graduado em Direito pela Universidade Paulista (1997), especialista em Direito Empresarial pela Pontifícia Universidade Católica de São Paulo (1998), Mestre (2002) e Doutorando em Sociologia Política, com ênfase em Cooperação Internacional, pela Universidad Complutense de Madrid, na Espanha. Atualmente é pesquisador da Universidade de São Paulo, professor da Fundação Armando Álvares Penteado e consultor internacional. Tem experiência na área de relações internacionais bilaterais e multilaterais, atuando principalmente nos seguintes temas: cooperação internacional, desenvolvimento local, fortalecimento institucional e capacitação profissional, democracia e direitos humanos.
