This opinion is a result of the national public hearings conducted by the National Council of Education, through the Special Committee formed to study and propose the improved resolution CNE 3 / 97, which establishes the Guidelines for New Career Plans and Compensation to the Magisterium of the States, the Federal District and Municipalities. The Special Committee was chaired by Councilor Caesar Callegari, rapporteur this adviser, and integrated, yet, by the Directors Adeum Hilário Sauer, Clélia Brandão and Raimundo Moacir Alvarenga Craveiro Feitosa Mendes.
