The nexus between records management and digital government in Cuba: analysis of the regulatory framework

Abstract

Objetivo: This article proposed to elucidate the nexus between records management and the development of the Cuban digital government, supported by the national regulatory framework.

Methods: The research is a case study. The analytical-synthetic method and the documentary analysis technique were applied. The legal and technical normative base was examined based on questions and parameters.

Results: The review of archival legal standards made it possible to identify weaknesses in records management. The solution was associated with the assumption of the ISO 15489-1 standard and the complementary ones on the management of digital records.

Conclusions: The weaknesses of the archival legal framework and the absence of international technical standards in the national regulatory framework make it difficult to have an effective link between records management and digital government in Cuba.

Author Biographies

Jorge del Castillo Guevara, University of Havana

Degree in Library Science and Information Science and Doctor in Information Science from the University of La Habana. He is an expert in Policies of the Directorate of Documentary Management and Archives of the Ministry of Science, Technology and the Environment. Adjunct Professor at the Faculty of Communication at the University of La Habana and collaborating professor at the Center for Public Administration Studies at the University itself. National representative in the Group of Experts of the Red Iberoamericana de la Enseñanza Archivística Universitaria (GERIBEAU). Active member of the Latin American Archives Association (ALA). He is part of the National Technical Committee no. 15 of Bibliographic Information and Documentation. He has participated in several national research projects. He has taught in undergraduate and postgraduate courses in national and international contexts. He specializes in Archivistics and Documentary Management topics

Rosa Lidia Vega-Almeida, BioCubaFarma Business Group

Graduate in Library Science, Scientific-Technical Information and Library Science and Master in Library Science and Information Sciences from the University of Havana. She holds a doctorate in Information Sciences "Cum Laude" from the University of Granada in Spain. Assistant Researcher. Professor of the Doctoral Program of Information Sciences at the Faculty of Communication of the University of Havana. Information analyst (Strategic Intelligence) and R&D&I project advisor for the Information Technology Company. She is the author of scientific articles published in national and foreign magazines, and 90 presentations. She has received scholarships for postgraduate training abroad, and awards and recognitions granted by professional associations and the BioCubaFarma business group.
