Ética da migração internacional: generosidade, benevolência e cuidado

A distribuição do pertencimento justo, nas cenas da migração internacional, deve ser objeto de uma teoria da justiça? Ao buscar reunir respostas negativas a essa questão fundamental, apresentamos, neste artigo, um conjunto de perspectivas sobre a “ética da migração” internacional unidas pela recusa da validade normativa de transformar o pertencimento político em objeto de uma teoria da justiça social. Para levar a bom termo esta proposta reconstrutiva, reunimos, nas duas primeiras seções, argumentos sobre porque a benevolência (Stephen Macedo) e os deveres de cuidado (David Miller) conformariam um vocabulário moral mais adequado para enfrentarmos os problemas normativos gerados pelo trânsito de pessoas entre as fronteiras – cívicas e territoriais – dos Estados soberanos e de base territoriais. Por fim, e caso aceitemos, por qualquer uma das vias apresentadas, que a gramática da justiça é inadequada para nomearmos normativamente os desafios carregados pelo fenômeno da migração internacional, caberia a questão sobre como poderíamos acessar a benevolência, o cuidado e a generosidade para enfrentarmos as demandas surgidas por quem solicita refúgio. Retomaremos, no último movimento do texto, definições sobre o que uma linguagem moral, alternativa à justiça, requer das autoridades políticas liberais e democráticas quando recebem demandas da(o)s solicitantes de refúgio.
