Abstract

This article presents an analysis about texts that deal with the policy mobilization of the civil society organized through the solution of problems and of citizens practices, reported by Porto Alegre (RS/Brazil) neighborhood newspapers, besides presenting administrative, advertising and editorial data of the same, unknown by the gaucho press. Based on the content and on the identification of journalist sorts, we try to define the dependence degree of this press segment in relation to the public sectors and its commitment with popular movements. We use the quantitative and content analysis about three units of each one of 26 neighborhood journals with regular circulation in the gaucho capital. In this case, the municipal administration is carried out based on the participation of the community with the selection of regional commission agents who represent the interests of the population regarding the use of popular funds in different areas of the city.
