Consequences of the indefinition of the Brazilian regulatory frame: Anatel’s Consulting Council’s meetings, during the period of 1998-2003

The agencies of regulations in Brazil, created since 1995 in the context of the reform of the State during the first period from Fernando Henrique Cardoso (1994-1998), still search an organizational identity, so its operations, as well its respectives fields on actuations, are not well expressed in a precise way. The consultive Counsel of the Agência Nacional de Telecomunicações – Anatel proved the Agency contradictions, so the meetings of this consultive Agency resumed or reflecyed the own drama of the organization in consolidate as an politic actor. As we can observed in the article, the members of the Consultive Counsel show disinformation about the effective public responsibility from Anatel in front the process of privatizations occurred in the country from the decade of 1990 and the importance of the regularization of the Agency in front of strong economics interests came from transnational funds. The article consequently look for demonstrate the contradictions of Anatel from the perspective Counsel Consultive of the Agency. Keywords: State, society, regulation.Downloads
