The childhood and youth legal system: Constructing citizenship and not punishment

This paper analyzes socialeducative measures as a system of social responsibility separated from the criminal adult system, which is based on penal idea. Thus, it is presented The Children’s and Adolescent’s Statute which is a new pattern, distant from the old fashioned categories of the traditional penal system. Based on the Integral Protection Doctrine, the Brazilian Normative System consideres as another way of offering a citizen dimension to the adolescent to whom it is given a conflicting behavior in relation to the penal law.Downloads
