The popular participation as accomplishment of participated democracy should be executed by the Judiciary Power, expert as legitimate institution capable to solve the several conflicts of interests between the municipal Executive Power and the exercise of the citizenship. For so much, it fights that the Judiciary Power acts as element of alteration of your conservative tradition, legitimating of representative democracy.Downloads
