Communication in the definition of an information: a case study in a public organization

Abstract

The main objective of this study is to investigate the way in which communication occurs between project developers and users in the definition of an information system in a public organization in the state of Santa Catarina, Brazil. The approach used was predominantly qualitative; a type of case study with an exploratory and descriptive focus. Research was based on the involvement of three developers and four users of two information systems. Data was collected through interviews and through participating asystematic observation. This was then analyzed by analyzing the content. The results of the research confirm that it is necessary to use a methodology for the definition of an information system. They also show that the principal form of communication used in the definition of the information systems is verbal and that in this communication there are differences in perception and in language use between the developers and the users.

Possui graduação em Administração pela Universidade Federal de Santa Catarina (1999) e especialização em Gestão de Sistemas de Informações pelo Fundação de Estudos e Pesquisas Sócio-Econômico (2001) . Atualmente é da Bolsista/Pesquisador Sem Vínculo.

Graduada em Administração pela Universidade Federal de Santa Catarina (1975), mestrado em Administração - Université Pierre Mendes France (1992), mestrado em Administração pela Universidade Federal da Paraíba (1986) e doutorado em Administração - Université Pierre Mendes France (1994) nas áreas de concentração de Gestão da Informação e da decisão. Realizou pesquisas com o apoio do CNPq, FUNGRAD e PIBIC nas áreas da decisão e do conhecimento. Criou e coordenou o Núcleo de Estudos em Gestão da Informação, do Conhecimento e da Tecnologia- NEGICT na UFSC. Foi Vice Presidente e Presidente do Conselho Científico da Sociedade Brasileira de Gestão do Conhecimento- SBGC. Atualmente é professora e pesquisadora da Universidade do Sul de Santa Catarina. Palestrante nas áreas: gestão do conhecimento, gestão da informação, comunicação organizacional, processo decisório.
