Mercosul and State reform: impacts one health rights

Rights have become a central question in several discussions, taking place asunder the perspective of democratic consolidation and enlargement of the citizenship, as concerning the flexibility of social and labour rights, according to the globalization process. In countries which rights did not reach the Welfare State landing, their disregulation gets importance embased on economic pacts, and ancient sociability patterns are exhausted, making evident a plurality of antagonic and differed profits. Economic adjustments interfere in the restriction of social rights, as by its merchantilization, as by the intensive utilization of public funds in the reprodution of capital. The breakdown of the role of the State-Nation as a regulator of social processes and the emergency of economic blocks determine new arrangements in the attendance of social demands, indicating a crisis not only inside public field, but also in the "identity references" that interfere in the regulation of society life. Such questions point out the need of the Social Service to rebuilding its objectives of professional intervences, aligning them to the new social tendencies and contributing to the discussion of the right as speech, practice and valour, by the point of view as of the civil society, as of the National and Mercosul States.Downloads
