This paper aims to analyse the link between the crisis of the State and the emergence of unregulated parallel powers, with emphasis on mass media. It will be explained the disintegration of public opinion by mass media. It will be shown the need for regulation of media power, particularly through mechanisms that inhibit the ownership concentration of mass media companies and its association with economic and political power. It will be proposed that the control of media power is a valid expedient to rearrange a legitimately formed public opinion.Downloads
