This goal is demonstrate that the implementation of fundamental rights in itsintegrety can create the necessaries conditions to the ensemble of well-being in brazilianSociety. As reference is taken into account the program ?Bolsa Familia ? as public policieaimed to reduce poverty and misery, focusing in Northeast semi-arid as a prime field ofobservation of its direct impact. Considering the history approach to identify problems whichhave a political-legal nature that induce state actions barriers striving for social equality. Inconclusion, the sustainable growth depends of articulated realization of social rights.Downloads
