Analysis of Fundação Oswaldo Cruz contingency plan for coping with the Coronavirus

We sought to analyze the actions of Fiocruz's Contingency Plan against the Covid-19 pandemic, based on the 10 assumptions of Perry and Lindell (2003), considered a reference in the Emergency Planning Process. The research has a qualitative approach with a descriptive character, through a case study. It was observed that only six assumptions were met in Fiocruz's plan to face Covid-19. However, it appears that this does not make crisis management unfeasible, since the comparison between the aforementioned Contingency Plan and the assumptions that support the analysis aim to contribute to the reflection for the preparation of documents with expanded scope, so that situations arising from events of crisis are contemplated with established guidelines for its mitigation. This study presents evidence that is important in the crisis management process, since the coordination and integration of government actions, with the third sector and civil society constitute a success factor.
