Fundamentos Científicos da Gestão para o Desenvolvimento da Regionalidade

Este ensaio tem como objetivo discutir os fundamentos ontológicos, epistemológicos e metodológicos da Gestão para o Desenvolvimento da Regionalidade. Esta disciplina trata do processo de planejamento, organização, direção e controle de ações, políticas, projetos e programas que têm como propósito estimular, criar ou desenvolver no âmbito de um grupo ou comunidade a consciência de pertencer a uma região. Uma questão ontológica fundamental dessa disciplina refere-se à concepção do “ser regional” em sua essência, pois a região pode ser entendida como construção social. Dentre as questões epistemológicas que suscita, a mais saliente está na tentativa de garantir a objetividade ao se considerar a região como um artifício ou uma construção intelectual. Dentre as questões metodológicas estão: a complexidade de seu objeto, a dificuldade para experimentação e quantificação e a expressão de valores. Com vistas à investigação acerca da regionalidade propõe-se a utilização de diferentes quadros de referência, como: a “compreensão”, a dialética, a fenomenologia, a etnografia, o sócio- construtivismo, a grounded theory e a pesquisa participante.
