Beyond publication: proposed model for evaluating open data plans based on federal regulations

Abstract

Objective: To propose an evaluation model for open data plans, through the analytical systematization of criteria derived from federal regulations, aiming at its application in evaluative studies.

Method: This is a documentary research, based on the analysis of Resolution No. 3/2017 of the Management Committee of the National Open Data Infrastructure and the Manual for the Elaboration of Open Data Plans (2020).

Results: The model, composed of 26 evaluation criteria structured from normative requirements, allows for the analysis of the adherence of Open Data Plans to mandatory content. Some of these criteria require consultation of complementary sources, such as the Brazilian Open Data Portal and the Open Data Monitoring Panel, especially to verify the correspondence of nomenclatures, the updating of databases, and compliance with schedules.

Conclusions: The proposed model consists of the analytical organization of normative criteria, contributing to the application of requirements conveyed in different normative instruments. In this way, it is configured as a tool applicable to the evaluation of open data plans, with the potential to support practices of active transparency and access to public information.

Luana Carolina de Castro Gil, Federal University of São Carlos

Master's student in Information Science at the Postgraduate Program in Information Science (PPGCI) of the Federal University of São Carlos (UFSCar). Undergraduate student in Computer Engineering at the Virtual University of the State of São Paulo (UNIVESP). Holds a degree in Library Science and Information Science from UFSCar. Was a scholarship recipient of the Tutorial Education Program (PET) linked to the Library Science and Information Science course at UFSCar, from March 2021 to August 2022. Was a teaching assistant scholarship recipient at the Center for Education and Human Sciences (CECH), in the subjects of Analysis of Cultural and Discursive Practices (2022/1) and Indexing and Abstracts (2019/1), both offered by the Department of Information Science at UFSCar.

Paula Regina Dal'Evedove, Federal University of São Carlos

She is an Associate Professor in the Department of Information Science, Center for Education and Human Sciences at the Federal University of São Carlos, teaching in the undergraduate program in Library Science and Information Science (BCI/UFSCar) and in the Postgraduate Program in Information Science (PPGCI/UFSCar). She is also a collaborating professor in the Postgraduate Program in Information Science at the São Paulo State University "Júlio de Mesquita Filho" (PPGCI/Unesp). She is a tutor in the Tutorial Education Program of the Library Science and Information Science course (PET BCI). She holds a Bachelor's degree in Library Science (2007), a Master's degree (2010), and a Doctorate (2014) in Information Science from São Paulo State University (Unesp). She also holds a Doctorate in Information Management from the University of Murcia - UMU/Spain (2014). Completed a Postdoctoral Internship at the São Paulo State University "Júlio de Mesquita Filho" (2016-2018), in the area of ​​Information Science. Leader of the research group Knowledge Organization and Digital Humanities (UFSCar) and Vice-Leader of the research group Thematic Representation of Information (Unesp). Acts as a member and reviewer of Scientific Committees of events and journals in Information Science in Brazil and abroad. Conducts teaching, research and extension activities in Knowledge Organization and Representation, Social Organization of Information, Thematic Representation of Information and Digital Humanities.
