This paper discusses two questions related to the university: its democratization and the quality of the academic work. The answer to these questions is the key to a university really engaged in the process of civil reconstruction strinkingly claimed by the civil society. It outlines some promoting points of the university crisis which hinder the presentation of a qualified and democratic service, such as disorded/disconnected growth; centralized/conservative power structure; progressive privatization; low production concerning research and the disentail of this research from the scientific-technologic and cultural requirements of the country; lack budget stability and personnel stability (teachers and administrative workers) weakness/discontinuity of teaching programes/research; out-of-date and little flexible/integrated curricula; deficient material infra-structure. It suggests that the public university, recovered in its social credibility, face its problems: evaluate them and prioritics in terms of integrated teaching, research and extension.
