Abstract

This paper describes the educational reform conducted in Spain during the 1990’s and the first years of the 2000’s. It evaluates the objectives of the Socialist government and their application. It analyses the possible successes and failures of this reform program. It then discusses the counter-reform undertaken by the conservative party, when it won the elections of 1996. This counterreform was paralyzed when the Socialist Party was victorious once again in national elections last year
