School Management in Brazil: reflection about the optic of the State Reform and the Modernization of Public Management

Abstract

This work aims to raise discussions about the relation amongst the Brazilian State amendment, the improvement made on public administration and its connections with the Brazilian Educational amendment from the decade of 1990, taking under consideration the impact of these referrals and their unfolding in the school management model outlined for public schools. The article assumes a critical perspective regarding the historical, political and economic conditions in which the Educational Reform took place in Brazil. In the first part, it was suggested a reflection regarding the geopolitical scenario of the economies modernization according to managerial perspective at a global level. In the second part, it was made a connection of this macro historical context at a national level and it was noticed some influence on public policies oriented for the modernization of the State and Public Management in Brazil. In the third and final part, it was discussed the connections between the State Amendment and the Brazilian Educational Amendment.

Leila Procópia do Nascimento, Universidade Federal de Santa Catarina - UFSC

Doutora em Educação pela Universidade Federal de Santa Catarina - UFSC (2015). Possui Mestrado em Educação pela Universidade Federal de Santa Catarina (2007). Graduação em Licenciatura Plena em Geografia pela Universidade do Estado de Santa Catarina - UDESC (2001) e Graduação em Bacharelado em Geografia pela Universidade Federal de Santa Catarina (2007). É professora Adjunta na Universidade Federal de Santa Catarina (UFSC) - Centro de Ciências da Educação - CED/Departamento de Metodologia de Ensino - MEN. É Líder e Pesquisadora do ObservES - Observatório da Escola e Sociedade (UFSC/Grupos CNPq). Integrante do Núcleo de Estudos em Ensino de Geografia - NEPEGeo e Coordenadora do Projeto PIBID / Geografia / UFSC 2018/2019. Leciona e desenvolve pesquisas sobre: Didática, Organização e Gestão Escolar, Projeto Político Pedagógico, Formação de Professores, Ensino de Geografia, Educação Geográfica e Geografia e Infância.

Valeska Nahas Guimarães, Universidade Federal de Santa Catarina - UFSC

Possui graduação em Administração pela Universidade Federal de Santa Catarina (1973), mestrado em Engenharia de Produção [Industrial] pela Universidade Federal de Santa Catarina (1979) e doutorado em Engenharia de Produção pela Universidade Federal de Santa Catarina (1995). Realizou estágio de capacitação em Portugal na Faculdade de Ciência e Tecnologia (1988-1989). Participou de Projeto de Cooperação Internacional Brasil-Portugal - CAPES/GRICES (2000-2005). Foi bolsista de PQ do CNPq (1996-2005). Entre 2013 e setembro de 2018 atuou como docente, coordenadora pedagógica e orientadora metodológica no Mestrado Profissional em Agroecossistemas da Universidade Federal de Santa Catarina. Atualmente é pesquisadora associada do Laboratório de Educação no Campo e Reforma Agrária - LECERA/CCA/UFSC. Tem experiência na área de Administração e Gestão; Métodos de Pesquisa, Pesquisa Qualitativa em Ciências Sociais Aplicadas e Agroecologia; Metodologia de Elaboração de Projetos Científicos;Tópicos Específicos de Educação, com ênfase em Trabalho e Educação, atuando principalmente nos seguintes temas:gestão da inovação; transformações organizacionais; inovações tecnológicas e gerenciais; gestão democrática; tecnologias sociais; democracia organizacional; autogestão; gestão do trabalho; formas coletivistas de gestão; relações de trabalho;flexibilização do trabalho; trabalho voluntário; trabalho, educação e agroecologia. Coordena o Núcleo Interdisciplinar de Estudos da Inovação e do Trabalho - NINEIT desde 1996.
