The Right to Development and Public Policies in Brazil from a Human Rights Perspective

Abstract

With each report presented by research institutes, whether official or non-governmental, we continue to witness alarming socioeconomic inequalities. Although Brazil has a solid legal framework and adheres to strong international treaties aimed at addressing this issue, it is necessary to investigate this contradiction. Brazil holds an important position in the international economy, while more than half of its population continues to live poverty. Faced with this socioeconomic inequality, how should the right to development be addressed? In response to this question, the specific objectives are: (i) to present research on the Brazilian population’s access to public goods and services; (ii) to explore the concepts of development and the right to development; (iii) to relate development and human rights within Brazilian society. As methodology, shall be used a bibliographic review of the human rights legal framework, as well as statistical data produced by research institutes. For the analysis of the relationship between human rights and public policies, we will consider the perspective of Maria Paula Dallari Bucci. In conclusion, we emphasize the need to give substance and materiality to human rights, embedding the concept of the right to development within the grammar of human rights and elevating it to the status of a public state policy.
