Analysis of the well-being of the municipalities of the Brazilian northeastern region from the perspective of the Efficient Municipal Human Development Index

The Municipal Human Development Index (IDHM) has been widely used as a guide by managers to create public policies, however does not take into consideration whether or not these municipalities are allocating the resources in an efficient manner. Therefore, this study is aimed at measuring a IDHM in the Brazilian Northeastern region while incorporating the efficiency dimension and comparing to the index that does not take this component into consideration. It has been used the Data Envelopment Analysis method to determine the efficiency of the spending in education and health, which, together with the Gini index, were part of the calculation of the average efficiency index. This index was included in the geometric mean of the IDHM-Education, IDHM-Health and IDHM-Income, resulting in the Efficient Municipal Human Development Index (IDHME). The results showed that the high levels of social well-being of the municipalities are not necessarily related to the adequate use of the municipal public resources.
