Transparency and Informational Quality: A Study of the Portals of Brazilian Federal Universities

Objective: The general objective of this research is to evaluate the quality of administrative information in active transparency portals in Brazilian federal universities.
Method: This is descriptive, and documentary research. It identified variables and collected information from the legal provisions that form the legal and institutional basis of the Access to Information Law. With a quantitative and qualitative approach, the sample included nine universities in the Northeast Region of Brazil. Results: The construction of an information quality framework and a digital tool for evaluating information quality, and their application in universities, highlighted the characteristics of information quality and the aspects of transparency that need attention. The information assessed based on the criteria of timeliness, accessibility, and reusability showed the lowest quality characteristics. Frequently, the information was outdated or did not indicate the responsible parties, there were few accessibility resources for people with disabilities, and the formats of the available documents prevented users from fully reusing the information.
Conclusions: It is hoped that this work will promote collective learning and enable the gradual incorporation of quality information to reinforce the active transparency of universities and the foundations of democracy.
