Human Rights Education in Latin America

The article aims to carry out an intercultural dialogue between human rights education (HRE) experiences in Latin America. First, we will present the political and legal framework of HRE expressed in national and international legal documents from different countries in Latin America, in order to sustain that States have a responsibility to implement HRE, regardless of governments and provisional political positions. Then, the HRE documents will be interpreted from a national lens that guides a strategy for the promotion and protection of human rights, otherwise it would not serve to expand the rights of majorities, respecting the diversity (religious, racial, ethnic, sexual, among others), as well as excluding more affected groups from reaching their full human development. Therefore, a quality education must guarantee the development of several competences and skills, since HRE provides the learning of an intercultural competence and, for that, it is necessary to respect some inherent elements of HRE. Finally, we will highlight the convergences and divergences between the policies and actions of HRE in different countries in Latin America (Argentina, Brazil, Chile and Uruguay), in order to give support for the construction of minimum parameters and standards for HRE in the region.
