Abstract

This study of primary documents presents the results of research that sought to consider historical and conceptual factors that help understand both the emergency of the Bolivarian Revolu-
tionary Project, as well as the reasons that led to the creation of the Universidade Bolivariana da Venezuela and of the Missão Sucre, the main higher education policy of the Chavez government. The research focuses on the first Chavez administration, particularly the period from 2003- 2006. It sought to show how the educational process in that country is related with the implementation of the Bolivar Project. The study also analyzes the conception of education subjacent to the higher education policies. The article concludes that the appropriation of liberal principles in the educational process,
given the contradictions and polarization experienced by Venezuelan society, cannot make impede achievement of
social transformation underway in that country.
