The public and private partnership and the management of education: the Gestão Nota 10 Program

This article presents research results on the partnership between Instituto Ayrton Senna and elementary schools. It points out the theoretical-methodological bases to the public-private relationship analysis and problematizes the partnerships between schools and private institutions for the democratization of public education in Brazil. In order to do so, it analyses the partnership between public systems of basic education and the Instituto Ayrton Senna with the purpose of verifying the implications for the democratization of education, following accession to the Gestão Nota 10 program. It then goes on to analyze relations between this particular period of capitalism and the insertion of the private in public education, with the minimization of rights materialized in social policies, redefining the concept of democracy. The private becomes the quality parameter, a situation that creates what many authors call Managerialism. In general terms, it was concluded that school systems define their activities according to the determinations of the Institute, both in the area of management as well as in the pedagogical area, with implications for the process of building democracy in schools.
