Transformação organizacional: proposta de modelo para empresas públicas

Abstract

The present work considers organizational transformation under the perspective of continued corporative education, under the perspective of a new style of management, and also under an adequate methodology for the implementation of continued organizational change. Different theories and concepts related to continued education and management style are discussed as well as the proposed methodology. The central claim is that organizational transformation results from the integration of continued education and a new style of management and that this process, in turn, must be implemented by an adequate methodology adapted for the singularities brought about by this type of change. In order to sustain this claim, we discuss a research on continued education which was developed in a public enterprise. Based on research results, we present the recommendations proposed for the change process of this institution. From these recommendations, it is possible to infer that the process of organizational transformation is systemic in essence; second, that there is a learning process about change that is not brought about through conventional training; and last, that transformation is permanent; However each of these steps require a time period to be incorporated to the culture of the organization. We also concluded that transformation may occur by means of people or processes and that the combination of both forms may be the strategy needed to overcome the lethargy that bureaucratic organization impose on people. The work is concluded by the presentation of a proposal for a model that will take to practice organizational transformation. This model is structured under the tripod of continued corporative education, of a new style of management and also of an adequate methodology to use in the implementation of this singular type of change.

Possui graduação em Ciências Administrativas pela UFSC (1969) , especialização em Training of Trainers pela University of Southern California (1980) , mestrado em Public Administration pela University of Southern California (1980) e doutorado em Public Administration Ph D pela University of Southern California (1983) . Atualmente é professor titular da Universidade do Estado de Santa Catarina.
