Abstract

Goal: The Government of Angola has drawn up a plan to be implemented between 2018-2022, whose focus is about fostering innovation and technology transfer, with a view to promoting scientific, technological and innovation development through partnerships with different institutions, with the aim of promoting scientific, technological and innovative development, objective of developing activities in strategic areas defined in the National Science, Technology and Innovation Policy for the sustainable development of the Country. From this perspective, the objective was to analyze public policies that encourage the generation of innovation in higher education institutions in Angola aimed at sustainable development. Design½ Methodology½ Approach: Regarding the methodological procedures, the research presents a qualitative approach, of an exploratory and documentary type.      Results: The results indicate the existence of public policies to promote innovative knowledge in higher education, since for the first time Angola appears in the 2021 Global Innovation Index, more specifically in 126th place. Angola is ranked 119th in terms of human capital and research, and in relation to knowledge and technology products and creative products, it ranks 129th and 130th respectively. Originality½ Value: The public policies implemented to encourage the generation of innovative knowledge resulted in the inclusion of Angola in the global innovation index and, in turn, the scientific research made available in banks and databases or repositories, enabled the evaluation of the country's universities in the national and international rankings.
