This article discusses the Students’ Councils formation in Florianópolis municipal schools. We have put our dedication on understanding the process of Elementary School Students’Movement construction, its forms of organization and the teachers’ review. Reasearches in two schools were carried out through interviewing students and teachers, as well as observation and documents reviews. The theoretical support comes from the critical analysis of the bourgeois school (Enguita, Snyders and Freitas) and from Soviet experiences of students’ self-organization (Pistrak and Shulgin). We have concluded the Net of Florianópolis Municipal Councils expresses different perspectives and contradictions, specially one Student Movement branch under tutelage and concerning paperwork and another building effective self-organization. We have noticed that the students organization is deeply educative and presents potencial of reorganizing the school relations when it is supported on an emacipatory perspective. For doing so, it is necessary a students concrete reality basis and educators commited with students autonomy formation is also needed for so.
