The current Brazilian's educational policy and the promotion of the private professional education market

Abstract

This paper investigates the Brazilian vocational educational reform in the nineties. Through the analyses of the educational legislation and the documents written by international agencies, it focus upon the articulation of this policy with the Brazilian State reform and the role of the country in capitalist social relations with in the globalization context. It argues that the education at reform, based on the arguments of flexibility, diversification and expansion, promotes alternative or substitute patterns to basic education. The diversification and segmentation of secondary school and  higher education creates an ambiguous situation in which the public institutional reduces the offers of regular courses. Besides, they also increase its paid activities aiming at financial supporting. We conclude that this educational reform constitutes an strategy of using public funds to privatize the public institutions and to reinforce the private market of vocational education.
