Abstract

Goal: This study aims to analyze the evolution of Knowledge Management (KM) maturity at the Corporate University of the Federal Highway Police (PRF) across two distinct periods, 2017 and 2023, using a longitudinal design. Design: The research is quantitative, based on the application of a questionnaire adapted from knowledge management frameworks such as the Asian Productivity Organization (APO, 2009) model and the Knowledge Management Model for Brazilian Public Administration (MGCAPB), with data collected in 2017 (26 valid responses) and 2023 (21 valid responses). Methodology: Seven KM dimensions were assessed: strategy, leadership, processes, people, technology, knowledge processes, and learning and innovation, with data gathered from employees directly involved in KM practices at PRF. Results: The findings indicate that KM maturity at PRF remains in its early stages. The Technology dimension showed the most significant improvements, while knowledge processes and leadership exhibited a decline. The main challenges identified include a lack of clear promotion and development policies, and the absence of structured systems for knowledge retention and sharing. Originality: The study stands out for adapting consolidated KM models to the context of a public security institution, being one of the first to conduct a longitudinal analysis in this sector. Value: The findings have practical implications for improving knowledge management policies in the public sector, fostering a culture of innovation and collaboration that can enhance the services provided to society.
