Public funding and educational sport: an analysis of the budget process of the program “Segundo Tempo” (2004-2011)

Abstract

The aim of this study was to investigate the funding of the program “Segundo Tempo” during the course of the planning processes and budget execution for 2004 to 2011. This research is characterized as a descriptive study of quantitative nature. The data were collected from the portal “Siga Brasil”. The data refer to resources from the federal budget through the Annual Budget Law to the function "Sport and Leisure" and to the program "Segundo Tempo". We conclude that the designation of public resources during the course of the planning processes and budget execution of the function "Sport and Leisure" does not prioritized the educational sport. We also conclude that the release of budgetary resources of the "Segundo Tempo” did not happen fluidly and did not ensure the maintenance and expansion of the attendances of beneficiaries, impacting on the process of universalization of educational process.
