Municipal law of education: Belo Horizonte’ s complementary education laws, Minas Gerais

Abstract

The studies program about Local Management of education of the Laboratory of Policy and Administration Educational Systems/UFMG has the objective to analyze the Education municipal management in the country. This paper  compares Belo Horizonte’s, MG educational laws and analyze their legislation in education from a comparative perspective to the Federal Constitution (BRAZIL, 1988), Law nº4.024/1961, Law nº5692/197 and  Law nº9.394/1996, in order to understand how  the  autonomy legislative exercise effectively occurred. Among the research findings the following are included: innovations in the devices of LO-BH / 1990, which prescribe procedures for the municipal government in the right realization to education; the approaches of  Belo Horizonte Organic Law, approved in 1990, with the text of the current Ldben (LDBEN) adopted six years later. The research concludes that the educational legislation of the city of Belo Horizonte expressed a relevant case of exercise of legislative autonomy and anticipates converged devices with current national legislation.
