Educate, Occupy, Patrol: the scope and lirnit of a program for poor youth

Abstract

An evaluation of social policies for adolescents and young people in Brazil reveals an inflection since the second half of the 1990's. The programs becarne more numerous and began to combine in come transfer mechanisms with other objectives such as school insertion, support for the basic professional training of the youth served. This paper presents the results of astudy about the realization of the Youth Social Development Agent programin Belo Horizonte. A qualitative study that included document anlysis, field observation and interviews with teachers and youth served at one of the program's centers, sought to understand how it functioned and its impacts as a social educational program.
