Abstract

In reason of conflicts between the laws that deal with the subjects urban and environment and of the scarcity of resources for accomplishment of urban infrastructure workmanships a harmful competition in the Brazilian federalism is established . Although the Constitution of the Federative Republic of Brazil establishes rules of common abilities so that all the federative beings can act in the resolution of urban-environment problems, the being notices itself that he has a trend to transfer the responsibility to the municipality, seen to be this who must implement the local interest. Thus, in this work one defends that the accomplishment of new federative arrangements is viable for the municipality, pautados in the cooperation, so that they can surpass such problems.
