Strategic planning focused on risk and disaster management: the case of Coronel Freitas - SC

Context: The municipality of Coronel Freitas, in western Santa Catarina, has records of natural flood disasters in the years 1983, 2010, and 2015. Geographically, the city's urban area is located at the confluence of the Taquaruçu and Xaxim rivers, and in the last event, it was hit by a severe flood that demanded a response from the public authorities to address the risks of natural disasters.
Objective and methods: This work shares the process of constructing and formulating a strategic plan focused on the municipal management of risks and disasters associated with floods and mass movements in Coronel Freitas/SC. The proposal, in structural terms, has 5 axes, 16 strategies, and 99 actions and sub-actions.
Results and Contributions: Understanding the hydrographic basin as the territorial unit for planning actions, this initiative allows for greater connection between municipalities in the pursuit of integrated and sustainable solutions. In any case, management is currently one of the main challenges, given that four-year government cycles are not very effective if they do not work towards a single objective and strategy. However, the implementation of strategic planning for risks and disasters associated with floods and mass gravitational movements will have a positive and significant impact on achieving and fostering more sustainable and resilient development for the municipality.
