Tension and conciliation in politics: the power of veto and the issue of municipal civil service (Federal Capital, 1892-1902)

In this article, I seek to reflect on the veto power of the mayor of the Federal District in relation to bills approved by members of the municipal Legislative Branch between 1892 and 1902. A detailed analysis of the progress of resolutions approved by the legislative body, which were sometimes sanctioned or vetoed by the mayor, sometimes sanctioned by the president of the institution, is a way of better understanding the tensions and conciliations in the municipal politics of the federal capital. One controversial issue in the municipality, which put local powers on a war footing, was that of public servants, which will receive special attention throughout the article.
