Inhibiting and Facilitating Factors for the Implementation of Risk Management in a Ministry of Justice and Public Security Agency

Abstract

Goal: To identify factors that inhibit and facilitate the implementation of risk management in an entity of the Ministry of Justice and Public Security in Brazil.

Methodology/approach: This is a case study with data collection, including documentary research and interviews. To process the data, content analysis and SWOT analysis were used. 

Originality/relevance: The originality of this study lies in its focus on the implementation of risk management in public agencies in Brazil, particularly in the Ministry of Justice and Public Security (MJSP). While risk management is widely discussed in the private sector and internationally in the public sector, it remains a relatively new phenomenon within Brazilian public organizations.

Main findings: Sixteen factors for the implementation of risk management were identified, divided into eight inhibiting factors and eight facilitating factors. Strengths are related to the actions of managers, while weaknesses refer to the lack of training, awareness, and participation of employees. Opportunities arise from government central policies, and threats are linked to changes in upper management. 

Theoretical contributions: The theoretical contribution of this work resides in identifying and classifying inhibiting and facilitating factors for the implementation of risk management in an agency of the Ministry of Justice and Public Security (MJSP), providing a detailed analysis of these factors based on empirical evidence.

Management contributions: The study analyzes factors that impact the implementation of risk management in a public security agency, emphasizing the need to improve communication and awareness among employees.

Bruno Cesar Gomes da Rocha, University of Brasília

He holds a degree in Law from the Federal University of Ouro Preto (2004), a specialization in Public Law (2006) and a specialization in Criminal Sciences (2011) and a Master's degree in Public Administration from the University of Brasília (2022). Since 2006, he has been appointed Federal Penal Enforcement Agent of the National Penitentiary Department (Depen), an agency of the Ministry of Justice and Public Security (MJSP), with an emphasis on the area of ​​Penitentiary Intelligence, Strategic Planning and Risk Management. He currently holds the position of General Coordinator of Human Resources Management at Depen.

Carlos André de Melo Alves, University of Brasília

PhD in Administration from FEA/USP, Master in Administration from UFPR. Adjunct Professor at the Department of Administration at UnB and accredited professor at the Professional Master's Degree in Public Administration at UnB – MPA/UnB.

Gustavo Abib, Federal University of Paraná

He holds a degree in Business Administration from the State University of Londrina (1999), a master's degree in Administration from the Federal University of Paraná (2006) and a PhD in Administration from the Federal University of Rio Grande do Sul (2011). He is an adjunct professor at UFPR and teaches undergraduate and graduate courses, with extensive experience in the area of ​​Administration, with an emphasis on Information Systems, Strategic Planning and Human Resources.

Francisco Antonio Coelho Junior, University of Brasília

PhD in Social, Work and Organizational Psychology from the University of Brasília (2009). He is currently an Associate Professor at the Department of Administration of the University of Brasília. He is also the Coordinator of the Research and Advanced Studies Group on Organizational Behavior (Gepaco). Since 2010, he has also worked in the Postgraduate Program in Administration (PPGA) and the Center for Research in Assessment and Social Technologies (CEPATS) at the University of Brasília.
