In 1958, the people of Northeast Brazil experienced one of the greatest climate adversities of the 20th century, facing numerous problems related to drought, such as hunger, disease, and death. Migration thus became a last resort for survival. One of the main capitals that received these displaced individuals was Fortaleza, in the state of Ceará. One reason for this was the existence of a shelter called Getúlio Vargas, which had been receiving drought migrants since 1943, providing government-subsidized travel tickets. However, this facility, which was originally designed to accommodate up to 1,200 people, reached a critical point during the peak of the 1958 drought, sheltering approximately 12,000 individuals. Fearing that these people might revolt—as in fact happened that year—the federal government decided to organize a task force involving various agencies, including the Navy, Army, and Air Force, to carry out a mass and forced migration known as “Operação Flagelados” (“Operation Victims of Calamity”). This operation took place between the end of 1958 and the beginning of 1959, with the goal of relocating thousands of individuals to various regions of the country, but primarily to the Amazon region.
