This article aims to provide an overview of the application of fines for violations of bylaws in Rio de Janeiro at the beginning of the 20th century, especially in suburban districts. This proposal aims to engage with the historiography that deals with urban reforms undertaken in the city at that time, seeking to understand the mechanisms adopted by the government to ensure compliance with municipal legislation, as well as the conflicts arising from these measures. In this sense, the differences between the fines issued in urban and suburban districts, the most frequent fines, the strategies employed by offenders to avoid paying them, among other issues, were analyzed.
