This paper is divided into two parts. At first, the research covers the period from 1941 to 1954, what provides an analysis of the relationship between the formation process of a new working class tied to the creation of Companhia Siderurgica Nacional (CSN), to the transformations of space (geographical, social, political) in District of Volta Redonda, to the steel plant strategies and actions related to urban demands and to the establishment of local political system. The second part will deal with the post-1964. It will reveal that the change in state economic planning and political institutions, marked by authoritarian and centralizing management of the military, was reflected in the living conditions of workers and in theirworking class formation, related to the transformations in labor market and in urban space.
