This article analyses the ways in which the shortage of workers manifested itself during the 19th century, the temporary mechanisms used by employers to satisfy their needs and the underlying policies that were proposed as a definitive solution. It highlights the importance of taking into account certain institutional mechanisms that defined the scope of labour relations.
