This article discusses the social movement organized by Favelados Workers Federation of Belo Horizonte and its relation with the Department of Housing and Popular Neighborhoods. This was one of the main entities of “desfavelamento” policy in the passage of 1950’s to 1960’s, and offered opportunities and constraints for the construction of the citizenship of the people who lived in favelas.
